Digging into the city's top crime boss — a masked figure called Chess — he discovers it's billionaire Peter Fleming, who just bought out the entire department.

Fleming moves faster. Vince gets framed for a string of murders and declared dead. His wife Dana and son Trip believe he's gone. In hiding, Vince trains with a crew of street performers and takes on the identity of The Cape — Trip's favorite comic book hero — to clear his name and bring Fleming down.
