Steve Rogers is gone, and his shield now belongs to Sam Wilson (Anthony Mackie). The trouble is, Sam isn't sure he has the right to be the new Captain America, so he hands the relic over to the state. The government promptly turns it into propaganda and straps it onto someone else, John Walker (Wyatt Russell), a decorated soldier with a dangerously short fuse. Meanwhile Bucky Barnes (Sebastian Stan) sits through therapy, works through the Winter Soldier's list of sins, and tries to sleep through the night. A shared enemy pulls the two together: the Flag-Smashers, a young movement that wants the borderless world they had while half of humanity was gone.

Director Kari Skogland is less interested in the fights than in a harder question, who that star-spangled shield really belongs to once a Black veteran is holding it. Daniel Brühl's Helmut Zemo returns, Sharon Carter (Emily VanCamp) resurfaces, and the bickering between Sam and Bucky tips the whole thing into a buddy comedy.
