Synopsis
Shake Hands with the Devil (2007) is a Canadian historical drama you can watch online on iFILM, directed by Roger Spottiswoode. April 1994, Rwanda. Roughly 800,000 people will be killed in a hundred days. At the centre of the film: Lieutenant General Roméo Dallaire, the UN commander on the ground who saw it coming and was ordered to stand aside.
Back in January, Dallaire cabled UN headquarters with a warning — militias were stockpiling weapons and planning mass murder. He got no response. When the killing started, he had a few thousand troops under strict orders not to intervene. He bargained with warlords, sheltered civilians in UN compounds, and sent cable after cable to New York. Each time, he was refused.
Roy Dupuis carries the film as Dallaire, the composure gradually giving way. Based on Dallaire's own memoir published in 2003, the story doesn't frame genocide as backdrop — it tracks what happens to a soldier who sees exactly what needs to be done and is told he cannot do it.
