New Chief of Staff BB Yates arrives with different rules and a harder edge. Daniel, Valerie, and Robert launch an unsanctioned operation before Langley has even agreed there is one. Hector is back, running on terms that suit only him. The money trail leads to Norway. An arms deal goes wrong in the middle of the operation. By the midpoint, the station is no longer certain whether what they're doing is intelligence work or direct interference in a foreign election.
