The daughter of a Chinese consul is grabbed off the streets of Los Angeles. The FBI wants zero interference from outside and saddles Lee with the department's most obnoxious cop, Carter, as a babysitter. Carter knows he's been benched. Lee figures it out fast. Instead of staying out of the way, the two run their own investigation — and stumble into something much bigger than a kidnapping for ransom. Tom Wilkinson plays the villain with a quiet menace that makes every scene sharper.
