Norway has not stabilized. A government in exile is operating abroad while Prime Minister Anita Ryssdal holds the compromised domestic government together — buying time, absorbing pressure from all sides. Jesper Berg is in hiding, wanted simultaneously by the Free Norway resistance and by Russia. The Nordic neighbors are growing uneasy about the occupation on their doorstep. And in Brussels, the EU is counting votes for a resolution that would formally demand Russia's withdrawal — a motion that only passes if Norway's own leadership endorses it.

A Norwegian government in exile is formed. Russia and the EU negotiate in the wake of a military confrontation at a gas plant.
S2·E2September
Russia has arrested the Coast Guard soldiers who were behind the action at Melkøya, Anita Rygg has promised that they will be handed over to Norway, but when one of the soldiers is killed, it becomes more problematic.
S2·E3October
The Coast Guard members are sentenced to one of the most severe punishments available. Meanwhile, terrorism continues and Anita wants to negotiate an amnesty with Free Norway to calm the people.

The group holding Jesper is willing to sell him to the Norwegian authorities, but when they find out that the Russians are behind the agreement, they order his execution.
S2·E5December
Jesper has managed to get to Paris and to Astrid and her partner Jerome, but it doesn't take long for the police to find and arrest him. Jerome then comes to the rescue.

The Nordic nations are unhappy and feel insecure about the Russian presence in Norway. Anita struggles to foster a better climate between the countries.

It seems that there may be a majority in the EU in favor of a resolution to force Russia out of Norway, but for the EU to vote for the resolution, the Government of Norway must support it.
S2·E8February (2)
The EU interprets the missile downing of a Finnish fighter aircraft as an attack on the EU and votes on a resolution for Russia to exit Norway. They also want Anita to stand down.
