He tries to promote women into senior civil service positions and meets Sir Humphrey's most polished, most impenetrable resistance yet. He accepts an unpopular transport brief that Downing Street wants passed but which every other faction opposes. He learns that British munitions reached terrorist groups and quickly discovers how much institutional pressure there is to let the matter drop. A city art gallery sale, a foreign government's gift, a costly blunder from Sir Humphrey's early career: small-scale dilemmas with the same uncomfortable logic underneath.
