Directors Yuriy Trofimov and Dmitriy Konstantinov built it as a slow-burn procedural in a place where crime is supposedly rare and clearance rates are the envy of the region.

When detective Rodion Stotsky (Pyotr Fyodorov) begins looking into the death of a schoolteacher, the town's clean record starts to look engineered. A wave of pardons after Stalin's death brought seasoned criminals to Strunevo, and the local peace has been running on underworld rules ever since.
