Billy and Jo have a hobby: steal a car, drive it through a shop window at full speed, fill their arms and disappear before police arrive. It's not about money. Rival Tommy (Sean Bean) runs the same operation as a business, which puts him on a collision course with Billy, who does it purely for the sensation. The city's wet neon streets are almost the only location as the stakes between them escalate from turf rivalry into something uglier.
