Bison, the iron-fisted chief of the Shadowlaw criminal syndicate, is hunting for the one fighter strong enough to enslave: the wandering martial artist Ryu. Unable to locate him, Bison turns his attention to Ryu's training partner Ken Masters, an American champion whose movements he can track. While that plays out, U.S. Army Major Guile and Interpol agent Chun-Li are closing in on Bison from the other side — each with a personal score to settle.

What made this film land in 1994 was the animation quality in the fight sequences, sharper and more kinetic than anything else in the genre at the time.
