Hathaway Noa is deep in the planning phase for Mafty's assault on the Adelaide Federation Conference when Gigi Andalucia enters his orbit. Her cryptic behaviour and the half-memories she seems to unlock become a distraction he cannot afford. On the other side of the same chessboard, Earth Federation colonel Kenneth Sleg is building the counteroperation and accepting a back-channel proposal from the Criminal Police Organization that complicates his own position. Both men are converging on Hong Kong — and Gigi has her own reasons for going there.
