Synopsis

The fictional St. Jude neighborhood in New Orleans is carved up between two rival gangs, with a squad of corrupt cops profiting from both. Into this locked system walks Hong — quiet, deliberate, fresh out of prison, and carrying a set of fighting skills that nobody in St. Jude is prepared for. He doesn't pick a side. He picks apart the whole arrangement.
Van Damme appears in flashback sequences as Hong's prison mentor, which is an efficient way to explain a character's abilities without dragging the main story into exposition. Hyams keeps the action clean and the running time tight. It's a B-movie that knows exactly what it is: a one-man-against-a-corrupt-system picture with real martial arts and no wasted scenes.
