Tupac Shakur was shot in Las Vegas in September 1996; Christopher Wallace, known as The Notorious B.I.G., was killed in Los Angeles six months after that. Both cases were officially attributed to the East Coast–West Coast rap feud and quietly shelved. Broomfield spent years gathering a different picture, centred on former LAPD detective Russell Poole, who compiled evidence linking the department itself to Suge Knight's Death Row Records and associated street gangs. Interviews with Biggie's mother Voletta Wallace and people close to both artists give the film personal grounding.
