After BOPE lieutenant-colonel Nascimento (Moura) dismantles Rio's drug trade, he's forced out by a human-rights activist who films his men executing prisoners. But clearing the favelas didn't end the violence — it just reorganized it. Corrupt military police moved in, built protection rackets, and pushed the money up to politicians with clean suits and clean hands. Nascimento understands exactly what happened. Proving it is something else.
