He is charming, competent, and visibly fixated on Karen. Michael notices late. By then Davis has used his badge and his access to the city's databases to dismantle every avenue of complaint open to an ordinary civilian.

Liotta plays the escalation with unnerving patience: Davis isn't a cartoon villain, he's a man who has decided the rules apply to everyone else.
