Major Motoko Kusanagi walked out of Section 9 with no explanation. Togusa now leads the unit — expanded to twenty operatives — as they work a string of cases with no obvious connection. The thread running through each one points to a hacker called The Puppeteer, someone capable of hijacking human ghosts. Then Batou runs into Kusanagi, and she tells him one thing: stay away from Solid State Society.
Where the film earns its place in the canon is the shift inward. Kamiyama trades spectacle for a slow-burn argument about who actually controls human will — government systems, memory, or the individual ghost.
