
Synopsis

With the president himself now watching, the police need a killer to show the cameras — any killer. Detective Choi (Hwang Jung-min), passed over for promotion year after year, is handed the job of manufacturing one. He builds the case with help from a gangster he knows, but a smooth prosecutor named Joo-yang is already circling, working an old grudge and a rich patron of his own. Three men pull at the same thread, each certain he'll outplay the other two.
Ryoo directs a world with no good guys — not cops versus criminals but everyone in on the deal, with the law as small change. Hence the tagline, "justice is a deal."
