The story opens in Berlin in 1935, tracking two families across the following decade. On the other side, Erik Dorf, a young lawyer with no particular convictions, attaches himself to Reinhard Heydrich and discovers how far ordinary ambition can carry a man into atrocity. Both storylines run in parallel through the war's entire arc, one spiraling toward survival, the other toward complicity.

When NBC broadcast it in 1978, the miniseries triggered genuine national debate in both the United States and West Germany, and is credited with mainstreaming the term "Holocaust" as the descriptor for the systematic murder of European Jews.
