The Democratic party's presidential candidate dies suddenly months before the election. Party bosses need a placeholder — someone who can run, lose gracefully and not embarrass anyone. They land on Mays Gilliam, a D.C. alderman who drives a beaten-up car and spends his days dealing with broken streetlights. Nobody tells him he's meant to lose. Gilliam takes the campaign at face value and starts saying exactly what he thinks.

Rock uses the setup to go after campaign slogans, polling strategy and racial double standards in a pretty direct way — this is satire with the gloves off rather than a gentle poke. Bernie Mac steals every scene he's in. Stream Head of State (2003) online on iFILM.
