When a local kid disappears, the children on the block are the first to grow suspicious, and they team up to expose the grinning man behind the chimes.

This isn't a film chasing scares so much as wallowing in B-movie sleaze, with Howard swinging between creepy and clownish while David Warner and Olivia Hussey turn up in small roles.
