Synopsis

The kingdom of Dowa has thirteen semi-autonomous districts, each with its own culture and laws. Jean Otus, deputy head of ACCA's inspection unit, moves through them methodically, cigarette in hand, unhurried and hard to read. The visits look routine. They are not.
